“Govern de les Illes Balears” has much experience in developing and implementing innovation policies. From 1998, within the framework of the Regional Innovation Technology Transfer Strategies (RITTS), the Balearic Islands have continuously increased their activities to boost innovation in regional enterprises. This has been through the creation of a regional innovation infrastructure, providing support for all sectors of society, economic and general. The objective has been to increase the understanding of innovation. The results of this regional progress can be seen in the various plans and initiatives that have been implemented: PlaBIT Segle XXI, the regional innovation strategy developed in the RITTS process, the First Regional Innovation Plan 2001-2004, the First Regional R&D Plan 2001-2004, the establishment of the Regional Technology Park (ParcBIT), the Innovative Action INNOBAL XXI 2002-2003, the Support System for Regional Tourist Innovation (SAITUR 2005-2007) and finally the Science, Technology and Innovation Plan 2009-2012.

While building up regional competencies in the field of innovation policy and innovative measures, the Balearic Islands also strengthened their role in EU networks and projects as coordinator and participant in several INTERREG and 6th & 7th Framework Programmes projects and in thematic networks (e.g. of the Innovative Actions implementing regions).

The regional Government has been able to establish a sustainable and complementary network of actors in the regional innovation context with: ParcBIT Technology Park, IBIT Foundation, Technology Centres, University of Balearic Island (UIB), Business Associations (PIME and CAEB), two regional Chambers of Commerce, research institutes IMADEA (environment/social research) and CITTIB (research for tourism).
